Landscaping Update

Two representatives from the new landscape company, Charleston Landscape, met with Community Management Group’s staff horticulturist, the Board President and me to do a complete and thorough walkthrough of the property. There are many areas that need improvement, but some of the fist things you’ll notice being done are listed below. Charleston Landscape’s contract begins on February 1^st and the Board is eager to see these improvements.

First Visit-Leaf removal and pruning of all perennial plants to proper height.

Second Visit-Prune all Crape Myrtles, Liriope Grasses, clean all Asain Jasmine from buildings and gutters and trimming of the Asian Jasmine below siding on all units.

Third Visit-Mow, edge and apply pre-emergent for spring and summer weeds.

Forth Visit-Prune all shrubbery, trim and prune all courtyards properly and remove overgrowth in courtyards.

Pet Waste

According to the Environmental Protection Agency (EPA), pet waste can contain several human diseases and/or parasites and pollute our ponds, lakes, and streams. When it rains, uncollected pet waste is eventually washed into nearby water and decays, using up oxygen, and releasing ammonia. Low oxygen levels and ammonia are responsible for fish kills. Pet waste also contains nutrients that encourage weed and algae growth in the pond which will adversely affect the irrigation system. Perhaps most importantly, pet waste carries diseases such as Campylobacteriosis, Cryptosporidium, Toxocariasis, and Toxoplasmosis.

The Radcliffe Place HOA appreciates your help in keeping the neighborhood free of pet waste. Please use the pet waste stations that have been provided on either side of the property. Our goal is to preserve the integrity and value of the homes within your community.

2012 Assessments

Your Board of Directors recently met and reviewed your operating budget for 2012. As you know, the Association was able to reduce assessments in 2009 and they have remained the same through 2011. However, in an effort to gradually increase the Reserve Contribution to the amount recommended by an independent Capital Reserve Consultant, the Board approved a 4.56% increase for 2012. The purpose of the Reserve is to fund critical maintenance on common elements of Radcliffe Place, including but not limited to driveways, curbs, gutters, lighting, mailboxes, and roofs.

Your new coupon booklets will be ordered this month and you should receive them in time to pay your January assessment. Please remember that all assessments are due by the first of the month and are considered late if not posted to your account within 30 days of the due date.

If for any reason you do not receive your booklet please notify us immediately, but do not let this delay your payment. You can pay your assessment in several ways: 1) Send your payments to the Columbia lockbox at Post Office Box 912, Columbia, SC 29202; 2) Go online to www.cmgcharleston.com and select “online payments”, you will need your account number which is noted above for this option if you have not already setup your account; or 3) Download the form from our website and set up ACH for automatic draft of your assessments. Beginning in January 2012 if you have your payments set up on ACH through Community Management Group, you need to be aware that any outstanding balance will be debited from your account.

Please note that any payments received at the office on Folly Road will be mailed to the lock box for processing. Any payments received that are made payable to CMG and not the Association will be returned to the homeowner. Both of these circumstances may delay posting of your payment resulting in unnecessary late fees.

Pet Waste

Please remember to pick up after your pets and have your pets leashed at all times. There are two doggie stations conveniently located on the property to dispose of your pet waste. One is located near the Bi-Lo walk through and the other is on the opposite side of the community. It is important to be respectful of the property and your neighbors and ALWAYS clean up after your pets. Pet waste is not only aesthetically unpleasing, but causes environmental concerns as well.

Leashing of all pets is required at all times. This is a City of Charleston Ordinance and violators could be fined. Keeping your pet on a leash outside unattended is not permitted.

Neighborhood Presidents and Residents(please forward) –
Over the last week, particularly the last two days, all across the suburban areas from Johns Island, James Island, West Ashley, and Daniel Island, we have been receiving calls about door-to-door solicitors selling magazines. The solicitors are giving various stories, but several claim (FRAUDULENTLY) to be members of a local school sports team – One saying West Ashley High, the next saying James Isl Christian, or some other school (don’t bother trying to check them out with the schools, it is all false).

It is unclear whether you would ever actually receive your magazines, but at least in these cases the people are outright lying to make a sale. At least two are girls. They try to be convincing. Don’t be conned.

IF YOU ENCOUNTER THESE PEOPLE, TELL THEM YOU ARE NOT INTERRESTED. MAKE NOTE OF THEIR DESCRIPTION AND DIRECTION OF TRAVEL AND CALL POLICE IMMEDIATELY (577-7434) SO OFFICERS CAN RESPOND AND INTERVIEW THEM.

They will be checked for ID and warrants, at least warned and dispersed, and might even be cited or arrested. (one was arrested on Daniel Island today for drug possession). Also be advised that often other crimes follow these individuals, including neighborhood car-break-ins and fraud involving the checks citizens write to them.

They filed a Notice of Appearance and are in the process of sending out the standard discovery and copy of the pleadings. In short, the legal process has finally begun. Bees Ferry Road Expansion Update

A representative from SCE&G contacted the HOA late last week to discuss the placement of the electricity poles. The poles will need to be moved back before the widening project begins. I and three of the Board members met with the SCE&G representative this afternoon. He explained that there are two electric poles that provide electricity to the entire neighborhood. These two poles are located on Bees Ferry Rd. The proposed placements are VERY close to the porches. They have been marked with orange stakes.

Initially, we were told that SCE&G must place their poles one foot outside of the property line to ensure that the poles/lines are not interrupted during construction. However, after meeting with the SCE&G representative and looking over the plans, there are other options that can be pursued. The best option for the Association at this time would be to ask the County to allow SCE&G to place the poles within the 30 foot wooded buffer rather than outside of the property line. This would require the County to provide a letter giving SCE&G rights to the property where the poles will be located. The Association’s attorney will be asked to contact the County regarding this matter. The SCE&G representative indicated that similar variances have been granted for other properties involved in this project so we are hopeful that this will get approved.

Entrance Enhancements

Irrigation

The irrigation has not been working this growing season due to a bad pump. The landscapers were trying to get the best deal for the Association, but in the end a new pump was required to get the irrigation system up and running before this weekend. They will be working on it tomorrow and you should see the grass start to green within the next few days. Thank you all for being so patient and understanding during this process.

Irrigation

Some of you may have heard that there was an incident at the Bi-Lo last Tuesday. A woman’s purse was stolen from her shopping cart. The thief was seen running into the Radcliffe neighborhood. As of Thursday afternoon the police had a suspect in custody. However, it is always a good idea to be aware of your surroundings. If you see any suspicious behavior, please call the Charleston Police Department.

There has been some recent vandalism in the community. Some personal items were stolen from an owner’s vehicle last Wednesday evening. If you see any suspicious behavior, call the police immediately.

How to report a crime or "suspicious activity"?

FAQ: How do I report a crime or "suspicious activity?"
The most obvious answer is "Dial 911". The Dispatch/Administrative line is 577-7434 On a land-line phone 911 will put you in touch with your local law enforcement agency, whoever they may be. The Dispatch screen shows your phone number, address, and phone owner. Dialing 911 on a cell-phone, you must tell your location so the dispatcher can make sure the proper law enforcement agency is notified (the tower your phone called through may be in a different jurisdiction).It is preferred that "911" be reserved for true emergencies. The local number to reach Charleston Police Communications (Dispatch) is 577-7434. The same dispatchers are responsible for both phone lines, but they are supposed to answer 911 first since it is supposed to be an emergency. Dialing 911 provides dispatchers with the phone number, address, and name of the property owner. Dialing the 577-7434 number does not automatically provide this information. The caller CAN remain anonymous on the 577-7434 line, but in order for officers to provide the best service, it is asked that the caller at least provide a call-back number so the dispatcher or responding officer can reach you for clarification regarding suspect or vehicle descriptions, locations, or direction of flight.

What if I just have information to give on something that might be a crime?

First, know that a person looking into cars or tampering with them, or prowling around a house is likely a crime in-progress and 911 should be called. If it is something where time is not of the essence, there are several avenues you can use.
First is still the 577-7434 number to tell an officer directly about something you suspect. An officer will either be sent to you, or can call you about the information (suspected drug activity, a party with possible underage drinking, etc.).

Another avenue for suspected drug activity or some ongoing vice violation would be to call the 577-7434 number and ask for the Special Investigations office. If you leave a message it will be returned as soon as possible. They will discuss your observations and decide how to best investigate it.

Finally, CrimeStoppers of the Lowcountry is a completely anonymous route to get an investigation started. Usually, they are not who you would call for something urgent, but if they get urgent information they will act on it. They have three reporting methods. First is by simply calling 554-1111. Your call will either go to the local call center office, or be routed to a call center in Columbia. They will generate a "Tip number" for you to write down. Any information you give will be logged under this same tip number. They do not write down any references you might make which would identify you ("my neighbor", "the guy upstairs", "my ex-husband", etc). They in-turn contact the involved agencies who then investigate the tip to its conclusion, hopefully an arrest. The CrimeStoppers board then uses a computer program to determine the dollar value of the tip based on several factors. If/when you hear of an arrest being made, you call back to 554-1111, tell them your tip number. They will advise if your tip was used to make the arrest, how much the reward is if any, and instructions to claim it. The instructions vary, but may be to go to a particular business, ask for the manager, tell him/her the tip number, and you walk out with the cash. No signatures, no pictures or video, no receipts.

Method #2 involves doing the same thing through the CrimeStoppers website www.5541111.com . (remember, no dash-mark!). IP addresses get washed through special computers. No traceability.

Method #3 is Texting to CrimeStoppers. On your cell, text to 274637 (CRIMES) and type "TIPS 213", then proceed with your information. Your message gets "washed" or encrypted through a special computer removing your phone number. You will get a reply with your tip number. They can even have a 2 way text conversation asking different details, all without ever being able to actually retrieve your cell phone number. The reward process works about the same as above.

New Doggie Stations

Community Updates

Termite Bond-The Board sought bids to install a termite baiting system throughout the community. They signed a contract with Home Team Pest Defense. You may have already seen them on property preparing the baiting stations. Home Team will also be handling the quarterly pest control.
Landscaping-The Board received several bids for the landscape contract. The Greenery will continue servicing the property through the end of February. New Leaf will begin March 1^st.
Bees Ferry Road Expansion-The County presented an offer to purchase the land. The Association’s attorney consulted with the Board and the Association’s appraiser before deciding to reject the offer. At this point the case has been turned over to the County’s legal department. The price will be determined by the courts.
Annual Meeting-The Annual Meeting is planned for Wednesday, March 9^th at the St. Andrews Regional Library located at 1735 N. Woodmere Dr. A formal meeting notice will be mailed within the next few weeks.

*6.* If decorative glass is part of your front entrance, don't let your alarm company install the control pad where I can see if it's set. That makes it too easy.
*7.* A good security company alarms the window over the sink. And the windows on the second floor, which often access the master bedroom - and your jewelry. It's not a bad idea to put motion detectors up there too.

If you hear a noise outside your home or someone trying to get in your house, just press the panic button for your car. The alarm will be set off, and the horn will continue to sound until either you turn it off or the car battery dies. This tip came from a neighborhood watch coordinator. Next time you come home for the night and you start to put your keys away, think of this: It's a security alarm system that you probably already have and requires no installation. Test it. It will go off from most everywhere inside your house and will keep honking until your battery runs down or until you reset it with the button on the key fob chain. It works if you park in your driveway or garage. If your car alarm goes off when someone is trying to break into your house, odds are the burglar won't stick around. After a few seconds all the neighbors will be looking out their windows to see who is out there and sure enough the criminal won't want that.

Christmas and the holidays are an exciting and busy time but with all the joys of the holiday season come potential safety hazards that can cause injury or even death. Help prevent injuries at Christmas and during the holidays by following these tips:

Christmas tree safety begins with the selection and purchase of a fresh tree. When buying a live pre-cut tree, make sure the tree is still alive and healthy. A fresh tree is green, needles are hard to pull from the branches, and when bent between your fingers, needles do not break. Pull on the needles. The trunk should be sticky and the limbs should be very flexible. Lift the tree and bounce the cut end on the ground, if a bunch of needles come tumbling off, it isn’t a safe tree to take home.
When you get the tree home, cut off the bottom two inches of trunk to expose the fresh wood. This will create a fresh, raw cut for the tree to soak in water, allow for better water absorption and helps keep your tree from becoming a fire hazard.
Keep your tree well hydrated. Keep the water in the stand well above the fresh-cut bottom of the trunk.
Christmas trees dry out with heat, so place your tree away from heat sources such as fireplaces or heater vents.
When purchasing an artificial tree, look for the label “Fire Resistant”.
Unplug the lights and decorations when you are not home.
Check each set of tree lights for frayed wires, broken bulbs and loose connections.
Never run electrical cords under the carpets or rugs, over nails or in traffic areas.
Before using lights outdoors, check labels to be sure they have been certified for outdoor use. To hold lights in place, string them through hooks or insulated staples, not nails or tacks. Never pull or tug lights to remove them. Plug all outdoor electric decorations into circuits with ground fault circuit interrupters to avoid potential shocks.
In homes with small children, take special care to avoid decorations that are sharp or breakable, keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces, and avoid trimmings that resemble candy or food that may tempt a young child to eat them.
Remember that mistletoe, holly berries and Christmas cactus are poisonous if swallowed.
Use care with “fire salts”, which produce colored flames when thrown on wood fires. They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten.
Do not burn wrapping papers in the fireplace. A flash fire may result as wrappings ignite suddenly and burn intensely.

Bees Ferry Road Expansion Project: As I’m sure all of you know, a portion of the common property along Bees Ferry Road will be acquired by the County. The Board of Directors hired Attorney John Dodds to represent them in this process. Recently, the County presented an offer of $29,670.00 for 0.444 acres/ 19,345.50 square feet of land and all improvements thereon. Mr. Dodds has been in touch with the Association’s appraiser who is finalizing his report. Mr. Dodds will negotiate with the County on the Association’s behalf. The Board will continue to keep owners informed throughout this process.

Resident Landscaping: The planting of personal landscaping (i.e. flowers, shrubs, vines, etc.) on common property is permitted only if it is properly maintained by the resident. The landscape contract does not cover maintenance for items that were added by residents. If at any time an item that was planted by a resident begins to intrude on other residents, common areas or buildings OR it is not being properly maintained by the resident, it will be removed with no prior warning to the unit owner or the current occupant of the unit.

Pets: The community gladly welcomes pets, but to assure the quality of life of all residents, the following rules and regulations govern pets within the community:

§ Each unit is allowed only one pet.

§ Acceptable Pets: Unless the Board of Directors grants a waiver, the only pets permitted on property shall be dogs which are under thirty (30) pounds when fully grown, cats, small birds and fish.

§ The Owner shall be financially responsible for any person injury or personal property damage caused to any Owner, tenant, guest, or to any member of the public as a result of the Owner’s maintenance of a pet.

§ Pets must be carried in arms or on a leash when taken in and out of the building and should never be left outside unattended.

§ Pets must not be curbed near the buildings, walkways, shrubbery, pool area, gardens, planting areas, open areas, or other public space. Each Owner is responsible for cleaning up or removing from the Property any pet waste.

For Sale/For Rent Signs: No ads, signs, posters or advertisements of any kind shall be posted on the walls, windows, or doors in the interior or exterior of the Limited or General Common Elements. The Board approved locations for a For Sale/For Rent sign are as follows:

§ Perimeter Units and Downstairs Interior Units (Flats) - One For Sale/For Rent sign and one brochure box situated in a mulched (non-sodded) area nearest the front door of the unit.

Holiday Crime Prevention

As the Thanksgiving and Christmas season approaches, the Charleston Police Department wishes to assure you and your neighbors that we are taking measures to combat and prevent the normal increase in criminal activity which occurs this time each year. We also wish to stress the importance of citizens doing their part to protect themselves by not presenting opportunity-criminals with the chance to ruin your holiday.
Additional officers will be on high-visibility patrol around shopping areas, banks, and the like. They will also be available to provide bank escorts for businesses that request them.
A particular problem this time of year is theft from automobiles and residential burglaries. These are the most preventable crimes. If citizens remove the opportunity, the crime is less likely to occur, and some types cannot occur at all.

While Shopping or Going Out:
• Secure valuables out of sight in your trunk. BUT, Be aware that many cars now have fold-down seats or a remote trunk release inside the car. These conveniences make your trunk vulnerable to thieves willing to break a window.
• If at a mall or a shopping center, periodically go to the car and lock away purchases so they will not “disappear” when you put them down trying-on clothes or at the food court.
• Safeguard your purse, wallet, bank cards, and personal information. Identity thieves thrive in this environment.
• Keep close tabs on your children while shopping. With so many people it is easy for them to become lost. Make sure they know their full name, your full name, address, phone, and your cell or pager number to reach you if you get separated.
• Be aware of your surroundings going to your car, going into and out of your house, and while at the ATM.

At Home:
• Make sure to keep doors and windows locked.
• Turn on outside lights at night.
• Report persons or vehicles roaming your neighborhood, day or night so police may check them. They may be simply looking at Christmas lights, or they may be “casing” houses to burglarize.
• Place your tree where the gifts will be less visible from outside. Thieves like window-shopping through your windows.
• After Christmas, don’t put the empty boxes out on the curb. This makes it easy for burglars to decide which houses to burglarize (ie: new computers, TVs, electronics, video games…). Break down boxes and put them in the trash, making sure to save all paperwork. Also remember many electronic devices require original boxes for warranty repair.
• Immediately make an inventory listing the model and serial numbers of new items (and old ones if you haven’t already) and engrave personal markings on them

If Leaving Home (On a trip or just for a little while):
• Make it look like you are still there.
• Timers on exterior lights, interior lights, and TVs will help make it look like you are home. Don’t leave an answering machine message saying you are gone, in fact turning it off would be better.
• Double check all doors and windows, including second floor and basement. The doors should have dead-bolts; key locks for windows are also available.
• Have the neighbor pick up mail, papers, and ads, put out your trash can, and park in your driveway. Give them emergency and cell numbers to reach you.
• Call the police department to request a periodic residence check (“Keep-A-Check”) while you are away. (CPD Dispatch 577-7434)
• When you return, look around outside first. If you see any evidence of a break-in, do not go inside. Go to a neighbor’s house and call police. The burglars could still be inside.

While traveling: THINK SAFETY
• Before you leave, inspect the car for safety (lights, belts and hoses, fluids, wipers, tires-both wear and air – DON’T FORGET TRAILER LIGHTS).
• Pack expensive items in the trunk, or under coverings to keep them out of sight.
• Pack safely. Items stacked in the back of a van, wagon, or SUV will become 60mph missiles in a crash! They also block the driver’s view. Items secured to the roof greatly alter the vehicle’s handling in wind and emergency maneuvers.
• When you stop, take the keys and lock the doors. This applies all of the time, at home and away. An unlocked, running car invites a thief.
• Use a CLUB or other device when parking for the night or at shopping centers Keep doors locked while driving. It adds strength in a collision.
• Use seat-belts and child restraints properly.
• Be careful with bank, gas, and credit cards.
• Take regular rest breaks.
• Never send your children into restrooms alone.
• Store money in separate places to minimize loss or theft.
• Stay on roads you know and take maps, cell phones, and chargers, as well as safety items like blankets, flashlights, jumper cables, a jack, and a good spare tire.
• Drive carefully- better than those around you. You need to get there alive!

Have a wonderful holiday season. Remember, most crimes and accidents are preventable. Officers are working hard to locate and stop crime, but everyone must do their part to lower their risk.

TIPS FOR TRICK-OR-TREATERS

§ Carry a flashlight with you for visibility.

§ Always stay in a group with an adult!

§ Never enter a stranger’s house or car for a treat!

§ Always walk on the sidewalk. If there is no sidewalk, walk on the grass away from the street.

§ Look both ways before crossing the street and if you are wearing a mask take it off.

§ Wait until an adult can check your candy before you eat any of it.

§ Only accept treats from neighbors or friends you know!

TIPS FOR PARENTS

§ Plan costumes that are bright and reflective! Consider adding more reflective tape to

costumes + trick or treat bags.

§ Always carry flashlights.

§ Masks can limit or block eyesight, consider makeup or cut the mask eyeholes bigger

so they can see. Remind children to remove their masks to cross the street!

§ We recommend that children do not use props like guns, knives, or swords.

However, if they are used, make sure they don’t look real!

§ Clear hazards from your property. Remove obstacles such as flower pots and garden

hoses, so children won’t trip on them rushing from house to house.

§ Remind your children not to eat the candy until an adult has checked their treats!

§ Your child’s school may be having a Halloween party. Call the School and ask.

§ Please explain to children the difference between tricks and vandalism.

TIPS FOR BUSINESSES/MOTORISTS

§ Heighten your awareness and be cautious of purchases that may have the potential

to cause personal injury or property damage – such as paint ball guns or large quantities of eggs.

§ Drive slowly and cautiously through your neighborhoods. Remember children may not look before crossing the street.

Door to Door Solicitors

Ref Door to Door solicitors - Alarm salespersons:

We have sent advisories discussing these matters before, and the Crime Prevention unit does advise folks constantly to be suspicious of ANY door-to-door salesmen. The general recommendation of the International and SC Crime Prevention Officers’ Associations is that if you are interested in an alarm system, rather than opening your door to a stranger, you yourself call and initiate appointments with at least 3 different companies that you select from the phone book. Compare the estimates and pick the service that fits your needs. It is just the philosophy that you are safer in an encounter you arrange than taking a chance on a solicitor.

The Business License office states that there is a properly authorized group of ADT staff issued Peddlers Permits working right now.

It is apparently a common practice in the alarm business to react to media coverage and crime reports, using them as a guide of areas to go to, to try to make sales. If you answer your door, ask to see their City Peddler’s Permit. They are required to have this permit on-hand. The person ringing your doorbell is likely to be legitimately associated with a large corporate or small local system, or may be a private contractor attached to the large company. But they may also be independent fly-by-night-never-see-them-again types or outright criminals casing the neighborhood. It can be difficult to tell. It would be possible to pretend to be associated with a known company, making up things with fake logos, but they rarely go through the proper channels of the Business License office. The bottom line is that if the person doesn’t have an actual City of Charleston PEDDLER’s PERMIT IN HAND (see attached picture), they are breaking the law to begin with, and should be told to leave. When they do leave, call police to have them checked out for possible citations and further investigation, giving their physical and clothing descriptions, vehicle descriptions and last known travel direction.

Regarding the question of signage, according to a Supreme Court ruling, a “No Soliciting” sign at the front of a neighborhood is enforceable ONLY if the neighborhood is all private property, including private roadways (not public streets under city, county, or state maintenance) like a gated community. Beyond that your defenses are a “No Soliciting” sign posted on each home combined with laws/ordinances requiring permitting. Violation of the ordinances in the City can potentially be a ticket/fine of several hundred dollars for each type of offense and each house they bothered.

I will also mention that some residents’ practice is to refuse to answer the door for strangers, and that is good. However, I would advise that residents do call out and say they are not interested, so it is known that there is someone home. After they leave call the police as stated above. I say this because in a few incidents where residents kept quiet, a few minutes later the thief attempted to break-in through the back door, thinking no one was home.

Potential Scammers

Below is a description of a recent incident at Radcliffe Place. Please report any suspicious behavior to the police department. We can never be too careful.

A homeowner in building 4000 is advertising for a new tenant. A woman knocked on the door and practically demanded the current tenant (who is in the process of moving out soon) to show her the unit. The tenant refused and referred the woman to the unit owner.

The unit owner contacted the woman and offered to show her another unit in RP available now for rent, but the woman said no...only Erin's unit would do. Strange.

About 10 minutes later a man who arrived in a car knocked on the tenant's door and also wanted to be shown the unit, and again the tenant refused.

We believe these two could be in cahoots with no-good intentions. I just wanted to alert you all to be aware of this. Report any suspicious persons or activity to the police at once, and never EVER allow a stranger into your home.

Federal Lending Approval

Radcliffe Place was approved for Fannie Mae financing! We are currently working on the FHA approval. What does this mean?

Right now FHA financing is the most popular mortgage because a buyer can get into home ownership with only about 3.5% down. FHA loans are used over 90% of the time by buyers because it’s got the lowest down payment requirement.

The only other financing buyers can do are VA and Conventional. VA rules are just as strict as FHA rules, and unless you are VA-eligible (a veteran), you can’t use it.

Right now, lenders require Conventional buyers for condos to put down at least 20% of the sales price. That’s HUGE in this market.

Hurricane Preparedness

The tropics are active so it’s a good time to review some important hurricane preparedness tips.

YOUR OUR HURRICANE PLAN:

_ Have a practice drill to determine what everyone’s responsibility will be.

_ Check all fire alarms, smoke alarms, etc. for proper operation.

_ Know your evacuation routes and determine which route you will use should an evacuation order be issued.

_ Determine in advance your evacuation destination. If you will not be staying with a friend or family member, make hotel reservations at this location as soon as a “watch” is issued. Remember, that during an evacuation several towns may be evacuated at the same time and hotels will fill up quickly in all surrounding areas. Reservations can be cancelled.

_ Make a decision about vehicles. If you have more than one vehicle and will not be taking all of them with you determine where the other vehicles will be left during the storm.

_ Make a decision about boats and other recreational vehicles.

_ If you have pets, determine whether they will evacuate with you or be placed in a shelter.

_ Have a list of phone numbers, such as family members, doctors, employers, insurance company’s, etc.

_ Make arrangements for extra cash on hand.

_ Catalog all personal items NOW. Include description (brand name, model number, age, purchase price, place of purchase, etc.) Take a picture of everything and make two copies of the pictures and lists. Keep one copy with you and send the other to a relative or friend out of town. Never give the insurance company the only copy.

_ Have a secure place for all valuables & documents that you will need to take with you, such as birth certificates, property deeds, insurance policies, etc.

_ Determine an out-of-town person who can be a “point of contact” to communicate messages if communications are down for an extended period of time.

_ Prepare and maintain a “Hurricane Kit” (a list of recommended supplies is included). It is recommended that you have approximately 7 gallons of water for each person and food supplies for a minimum of 2 weeks.

_ Check all flashlights, battery operated radios & TVs, and other supplies in your “Hurricane Kit” for proper operation.

_ Evaluate your home to determine if you can make improvements that will provide better protection. If you have an older home, getting a professional opinion about updated building codes, etc. may be helpful in determining beneficial improvements.

_Secure any porch/patio furniture

AN IMPORTANT NOTE:

All public safety operations in the field will cease once the winds reach a sustained speed of 60 mph. These conditions are risky to the safety of law enforcement, fire and EMS personnel. If you have an emergency during this time, if you are stranded by rising water or if you have chosen to ignore the evacuation notice and then change your mind, once the winds reach this thresh-hold, public safety personnel are not going to be able to assist you. However, the Emergency Operations Center (EOC) will remain operational and as long as you have telephone service, information can be received from the EOC to help you until someone can reach you after the winds calm down. WAITING TO LEAVE MAY JEOPARDIZE YOUR LIFE AND THE LIVES OF OTHERS. Once the wind speed reduces to below 60 mph, public safety crews will once again respond to emergency call.

Termite Bond

After the June inspection it was determined that the base of the units have excessive moisture. It was discussed that the landscapers can pull the pine straw away from the building allowing 6 inches of clearance. Once this has been completed Black Pest Control will conduct a follow up inspection. They are confident that this will resolve the moisture issue. However, it was also discovered that Formosan termites are not included in the original contract that was established in 2002. Black Pest Control is putting together a new contract that will include Formosan termites as well as an increase in damage coverage. Cleaning Your AC Condensate Drain

The most common method of cleaning, is to gain access to your drain line... whether that is within a cleanout or from inside the evaporator coil drain pan, and simply flush the line with either compressed air or a water hose, forcing everything from the inside to outside. (Never flush water from outside the home, to the inside of the unit, a mess will occur!)

If you don't have access to an open end of the drain from inside, you may need to disconnect or cut the drain line to perform the cleaning. This should be done at least once every year and more often in areas where you use air conditioning more than 6 months of the year! Doing so will prevent the AC drain from leaking water into the home!

AC Drain Clean Out

If your home is equipped with a central air conditioning system you may have noticed a drain line on the outside dripping water near the air conditioner. This line drains condensation from the inside air handler to the outside. If this line clogs (usually from algae) it can cause water damage inside the house.

You can prevent a clog by simply pouring a cup of household bleach into the line from the inside. To remove a clog once it has occurred, attach a wet/dry vacuum to the drain line outside (removing the paper filter first) and suck the clog out.

Bees Ferry Road Expansion Project Update

Mr. Rucker, the Right of Way Representative that was hired by Charleston County, contacted the Association’s attorney to set up a meeting with the Board of Directors. The meeting was held on Thursday, July 22^nd and was only confirmed one day in advance. Therefore not all homeowner’s were notified. However, four of your Board members, Ms. Seabrook from Community Management Group and a member of your Communications Committee were able to attend.

Mr. Rucker was accompanied by a representative of The LPA Group, Inc. Transportation Consultants, the Construction Project Manager from Charleston County and the Project Manager from the Charleston County RoadWise division all of whom are directly involved in the project.

The purpose of the meeting was to let Radcliffe Place HOA know that the County is doing everything they can to preserve the natural buffer that is currently in place. The proposal includes leaving as much of a buffer from the current tree line out toward the street as possible. At the deepest portion (behind Building 4008) the buffer will be 20 feet. At the opposite end (behind Building 4004) the buffer tapers down to 10 feet. The engineers originally planned to incorporate a drainage ditch. However, after some consideration the engineers redesigned the drainage system and are proposing to install drainage boxes which will allow for a portion of the buffer to remain.

There are currently a couple of sections that have already been cleared by the utility companies who have begun clearing in preparation of having to move the utility poles. However, the county is willing to approach the utility companies to inquire about planting some additional shrubs to fill in the bare areas that will be present once the utilities have been moved. Somewhat of an easement will need to be maintained for access purposes, but the County understands the importance of the natural buffer and is trying do everything they can to preserve it.

Tree work and gutters

The tree trimming will be completed this week. Cruz’s Lawn Service will be allowing a 6-8 foot clearance from the buildings on all trees that are currently approaching the siding or roof line. They will be removing any dead, dying or dangerous limbs. This is a preventative measure that should be done annually before hurricane season.

The gutters are scheduled to be cleaned by Superior View on Friday, July 23^rd once all tree work has been completed.

Landscaping

Community Management Group recently hired a horticulturalist to assist in addressing some of the landscaping issues that we’ve seen in many of our communities this spring. My colleague, The Greenery and I walked the entire property last week to notate all of the areas of concern. We have compiled a list of the troubled areas and suggestions were brought to the table for possible resolutions. The Greenery will put together proposals for the areas we discussed. These will be presented to the Board for review. The Board of Directors understands and feels the same frustration regarding landscaping throughout the community. We will continue to make this a priority until all landscaping issues are resolved.

Besides being a nuisance, uncollected dog waste is a serious problem for our association. Next time you’re tempted to leave your dog’s droppings on the lawn, please remember these facts:

1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our association could be fined if dog waste goes uncollected.

2. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the association could face a potential special assessment that would be levied against all members—not just dog owners.

3. The appearance and quality of the common areas are known to affect home sales—not just whether and for how much they sell, but how quickly.

4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the association.

5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste.

Bees Ferry Road Expansion Project Update

Bees Ferry Road Expansion Project-Due to time constraints, Old Business was presented first. Ms. Seabrook introduced Mr. John Dodds, a local attorney, to discuss the acquisition/ condemnation process. Mr. Dodds was hired on contingency by the Board of Directors to advise them during this process.

-An initial meeting was set up at the end of January where the Board of Directors, Ms. Seabrook, Mr. Dodds and Michael Smith from Terrell, Hundley & Carroll (a Land Acquisition Company hired by the County) met on property to look over the proposed plans. Mr. Smith was requesting that a Permission be signed by the Board to allow the use of an extended portion of the common land. After reviewing the plans and the appropriate documents, Mr. Dodds advised the Board to sign the Permission. If the Permission was not signed the County would simply include this land in the proposed acquisition. It was explained to the members that the County has not made an offer at this time. They are in the process of having the land appraised. Once the appraisal is complete the County will present an offer to the Board. If the Board agrees, then the County writes a check which will be used to pay for attorney’s fees and repairs. The remainder of the money would be distributed according to the Master Deed. If the Board and the County cannot agree on a fair price, a condemnation case will be tried through the courts. Condemnation cases are expedited on the docket and are usually heard within 90 days. Mr. Dodds advised the Board to enlist the services of an independent appraiser to substantiate the Association’s case if the County’s offer is not adequate. The Association’s appraiser will determine the value of the land, the value of losses to the Association including irrigation, landscaping, entrance sign, etc as well as the loss of value that the individual unit owners that back up to Bees Ferry Road will experience. In the event that the Board accepts the offer presented by the County and the individual unit owners don’t accept their offer, the individual owners would need to petition the court as a group, separately from the Association, to sue for their losses in fair market value. This would be a jury trial.

Mrs. Amanda Franklin suggested that a Committee be created to keep owners and residents informed throughout this process. It was discussed that the information is available on the community’s website at www.cmgcharleston.com/radcliffe.htm under the News and Manager Updates link.

County Expands Recycling Program to Accept Cardboard at Curbside

Charleston County will begin picking up corrugated cardboard and more paper items during its normal curbside recycling routes

During last Saturday’s 11^th Annual Earth Day Festival, Charleston County Council member Colleen Condon announced that Charleston County’s Environmental Management Department has expanded its recycling program to accept corrugated cardboard as part of its residential curbside recycling program. Corrugated cardboard is considered cardboard boxes with a middle “waffle-like” layer.

In addition to cardboard, the County is now also accepting all paper items to include envelopes with plastic windows, gift wrapping paper, etc.

“We are excited to announce that Charleston County now accepts cardboard and all types of paper in our curbside bins and drop sites,” Condon said. “If you can tear it, recycle it in your bin.”

In honor of Earth Day, the County has compost on sale for the month of April at the Bees Ferry Landfill for $1 per bag or $5 per ton, which is half off the regular price.

How to recycle cardboard:

Residents with curbside service can now place cardboard at the curb with their regular recyclables that are placed in one bin for plastic bottles, glass bottles, aluminum cans, steel cans and aerosol cans, and in another bin for paper, such as magazines, newspaper, junk mail, paperboard (examples: cereal boxes, tissue boxes, etc.) and office paper.
Curbside residents should flatten and place cardboard boxes, up to three feet by three feet in size, between or under their two bins or inside a separate bin. Curbside recycling in Charleston County is collected bi-weekly in the urban areas starting at 7 a.m.
Rural residents, as well as curbside users who have cardboard pieces larger than three feet by three feet, can drop their cardboard off at the drop site locations and County staffed Convenience Centers. Charleston County Environmental Management maintains 40 cardboard drop sites and eight Convenience Centers located throughout the County.
Residents in the rural parts of the County can utilize drop sites and Convenience Centers for recycling services. Drop site locations are open 24 hours per day and seven days a week and are not staffed. Convenience Centers are staffed by Environmental Management Department employees.

National Association of Letter Carriers Food Drive occurs every year on Mother’s Day weekend. This is the nation’s largest one-day effort to help needy families. All of the food that is collected, last year it was 100,000 pounds, comes to the Lowcountry Food Bank. It’s so easy to donate. Preparing for Hurricane Season

BEFORE THE STORM

Plan an evacuation route.

Contact the local emergency management office or American Red Cross chapter, and ask for the community hurricane preparedness plan. This plan should include information on the safest evacuation routes and nearby shelters.

Learn safe routes inland.

Be ready to drive 20 to 50 miles inland to locate a safe place.

Have disaster supplies on hand:
- Flashlight and extra batteries
- Portable, battery-operated radio and extra batteries
- First aid kit and manual
- Emergency food and water
- Non-electric can opener
- Essential medicines
- Cash and credit cards
- Sturdy shoes

Make arrangements for pets. Pets may not be allowed into emergency shelters for health and space reasons. Contact your local humane society for information on local animal shelters.

Make sure that all family members know how to respond after a hurricane. Teach family members how and when to turn off gas, electricity, and water.

Teach children how and when to call 9-1-1, police, or fire department and which radio station to tune to for emergency information.

Develop an emergency communication plan. In case family members are separated from one another during a disaster (a real possibility during the day when adults are at work and children are at school), have a plan for getting back together.

Ask an out-of-state relative or friend to serve as the "family contact." After a disaster, it's often easier to call long distance. Make sure everyone in the family knows the name, address, and phone number of the contact person.

-Mike Smith from Terrell, Hundley & Carroll has been hired by Charleston County to negotiate the purchase of Association land to accommodate the expansion. Mr. Smith and Ms. Seabrook met to discuss the expansion and how it will affect Radcliffe Place HOA.

-Plans were presented to the Board to explain the proposed purchase plot, permissions to use HOA land during construction and the new roadway diagram.

-The Board has been presented with a document from Charleston County allowing permissions of land use during construction. The area the County is requesting temporary use of includes the following:

1. Entrance Road for the purpose of creating a smooth transition from the new road into the community.

2. A slight portion of land beyond the proposed property line for the purpose of creating a slope

3. An area near the entrance to install silt fencing to help curb erosion during construction.

-As it was presented by Mr. Smith, this document needs to be signed before any official purchase offer will be presented to the HOA.

A meeting will be scheduled in the next few weeks to discuss the expansion with the homeowners.

How to report a crime or "suspicious activity"?

FAQ: How do I report a crime or "suspicious activity?"
The most obvious answer is "Dial 911". The Dispatch/Administrative line is 577-7434 On a land-line phone 911 will put you in touch with your local law enforcement agency, whoever they may be. The Dispatch screen shows your phone number, address, and phone owner.Dialing 911 on a cell-phone, you must tell your location so the dispatcher can make sure the proper law enforcement agency is notified (the tower your phone called through may be in a different jurisdiction).It is preferred that "911" be reserved for true emergencies. The local number to reach Charleston Police Communications (Dispatch) is 577-7434. The same dispatchers are responsible for both phone lines, but they are supposed to answer 911 first since it is supposed to be an emergency.Dialing 911 provides dispatchers with the phone number, address, and name of the property owner. Dialing the 577-7434 number does not automatically provide this information. The caller CAN remain anonymous on the 577-7434 line, but in order for officers to provide the best service, it is asked that the caller at least provide a call-back number so the dispatcher or responding officer can reach you for clarification regarding suspect or vehicle descriptions, locations, or direction of flight.

What if I just have information to give on something that might be a crime?

First, know that a person looking into cars or tampering with them, or prowling around a house is likely a crime in-progress and 911 should be called. If it is something where time is not of the essence, there are several avenues you can use.
First is still the 577-7434 number to tell an officer directly about something you suspect. An officer will either be sent to you, or can call you about the information (suspected drug activity, a party with possible underage drinking, etc.).

Another avenue for suspected drug activity or some ongoing vice violation would be to call the 577-7434 number and ask for the Special Investigations office. If you leave a message it will be returned as soon as possible. They will discuss your observations and decide how to best investigate it.

Finally, CrimeStoppers of the Lowcountry is a completely anonymous route to get an investigation started. Usually, they are not who you would call for something urgent, but if they get urgent information they will act on it. They have three reporting methods. First is by simply calling 554-1111. Your call will either go to the local call center office, or be routed to a call center in Columbia. They will generate a "Tip number" for you to write down. Any information you give will be logged under this same tip number. They do not write down any references you might make which would identify you ("my neighbor", "the guy upstairs", "my ex-husband", etc). They in-turn contact the involved agencies who then investigate the tip to its conclusion, hopefully an arrest. The CrimeStoppers board then uses a computer program to determine the dollar value of the tip based on several factors. If/when you hear of an arrest being made, you call back to 554-1111, tell them your tip number. They will advise if your tip was used to make the arrest, how much the reward is if any, and instructions to claim it. The instructions vary, but may be to go to a particular business, ask for the manager, tell him/her the tip number, and you walk out with the cash. No signatures, no pictures or video, no receipts.

Method #2 involves doing the same thing through the CrimeStoppers website www.5541111.com . (remember, no dash-mark!). IP addresses get washed through special computers. No traceability.

Method #3 is Texting to CrimeStoppers. On your cell, text to 274637 (CRIMES) and type "TIPS 213", then procede with your information. Your message gets "washed" or encrypted through a special computer removing your phone number. You will get a reply with your tip number. They can even have a 2 way text conversation asking different details, all without ever being able to actually retrieve your cell phone number. The reward process works about the same as above.

As if the cold didn't give you enough things to worry about…

With the long cold-snap we are predicted to have the next week or two, and through the winter, many people will feel a need to "warm-up" their car in the mornings. Some do it to make it more comfortable for children or themselves; some to get the ice off the windshield; some just to make the car run right.

We highly recommend against leaving a vehicle running and unattended, as this opens an opportunity for the car to be stolen, even in a "safe" neighborhood. On city streets it is unlawful to do it for more than a few minutes, just for this reason.

Who steals cars this way? Consider the middle school kids at the corner tired of waiting in the cold for their bus, or the worker who can't be late again to the jobsite, or the teen runaway looking for a way out, or any other number of scenarios, not to mention professional car thieves.

If you still decide to pre-heat your vehicle (again, we discourage this), please remember that you need to also take steps to keep it from being stolen.

Lock the doors, keep visual observation

Use a CLUB or similar steering-wheel lock (separate the keys)

Block the vehicle in with another car.

Maybe now is the time to clean out that garage and keep the car inside…

People also often feel a need to leave the car running to keep the heater on when they're "just running in for a second". These include school and day-care drop-offs, delivering or picking up take-out food or dry-cleaning, convenience store stops, etc. Cars are stolen this way constantly, occasionally with small children left inside.

Please TURN the CAR OFF, Lock It, and Take The Keys (AND your purse, ladies). The couple of minutes you turn the car off will not make I the car significantly colder. You'll save yourself the misery of waiting in the cold to file the stolen car report and everything else associated with having your car stolen.

Air Force in Charleston

A C-17 and a B-25 will fly at low levels over James Island, West Ashley and peninsula Charleston. Citizens shouldn’t be concerned about this event. Radcliffe Place HOA was finally able to conduct their annual meeting. Quorum was met on this third attempt. Lisa Guido has been reelected to serve another term and Kit Gauch has been elected as a new Board Member. Additionally, an amendment was approved to reduce the quorum requirement from 51% to 25%.

Lawn Maintenance

Many areas around the community are suffering from a lack of grass. The landscapers and I will be walking the community front to back to determine the most affected areas. The Greenery will come up with an action plan to replenish the grass where it is missing. We will be looking very closely at the entire grounds and hope to have an acceptable resolution in the next couple of weeks.

Tree Work

Last week, Bartlett Tree Service was on site to do some much needed tree work around the community. Some of the trees that were brushing up against the buildings were cut back to avoid future damage, the dead and loose limbs were removed in preparation for hurricane season and the trees to the rear of the property were trimmed back to allow more sunlight to shine through in hopes of having more productive grass growth. All of the work that was done will help with the health and longevity of the existing trees.

Annual Meeting

Unfortunately, we were unable to make quorum at the last Annual meeting. We will be rescheduling the meeting and hope that all of you are able to attend. There are two Board positions up for election. Lisa Guido has agreed to put her name in the hat. If you are interested in volunteering, please contact me directly. An official meeting notice will be sent out in the next week or two with the exact date, time and location. If you are unable to attend please return your proxy to our office via email, fax or mail.
